Tread Mill turn on dial is cutting in and out and tread mill has become more noisy when walking on it. Does it need a lubricant spray under the walking pad?

5 These sound like two different issues. The noise under the pad would probably be fixed with a lubricant (generally a silicone lubricant is used for treadmills). There may or may not be a specified locations on the treadmill to administer the lubricant. If not. Put it near the rollers, not under the rubber belt. As for the switch, it sounds like a lose connection. It maybe a problems with the resistor behind the dial, or a wiring issue. Good luck!
