ProForm J8 Li treadmill that functions normally except that the treadmill drive motor does not start. The power is on, the safety key is inserted, the control panel functions correctly, but when you hit the start button, the display responds correctly, but the motor never starts. However, on the SCR Motor Controller Board the H to L (Red to Black) voltage which is supposed to be a constant +5V DC never gets above +1 V DC.
