My Proform 545s Treadmill is stuck in the highest ...

My Proform 545s Treadmill is stuck in the highest incline position and incline mechanism continuously attempts to raise deck, will not stop. I've unplugged it, also shut circuit breaker off and restarted to no avail. Any idea what I can do to reverse this incline?
