the treadmill will not start ruinning.all lights…

for Healthrider Treadmill 15.5 s HCTL39607.0

the treadmill will not start ruinning.all lights function but it actaully wont start to move.tried relay switch,key..but nothing??,help?i dont ahve my manual.and cannot download the manual.pelase help
