Belt slips and motor speed is not constant

for Image Treadmill 10.2Qi IMTL11991

When I set the speed to 3.0 at start up the speed will slow down or speed up and sometimes the motor will stop and give an error message "E3". Once it is warmed up and I increase the speed to 5.0 everything runs fine.
