Cable doesn't reach weight stack

for Weider Home Gym Pro 4950 831.14623.0

I put the gym together with no problem, only to find that the cable that bolts into the weight stack is about a foot short from reaching. I went over every step over about ten times, I even went to see the floor model at sears and my setup matches exactly, I don't know what to do? I measured all the cables and they match the books measurements. Could they have giving me the wrong size cables?

    you wrapped it around the frame like the instructions show, but you need to let it hang. Damn instructions!
