My Nordictrack 24987 hums and don't run I took the...

My Nordictrack 24987 hums and don't run I took the motor panel off and the red light stays on red ..but it will start smoking if on to long and the little motor that for inclines hums and there's a little black fan looks like it trys to spin but cant seems stuck it trys to turn
